As the title says, I'm building a new character (10th level Hexblade) and the XGtE content isn't available. I bought it a couple years ago and my entitlements are in sync. But when trying to take the Improved Pact Weapon invocation it's not there -- nor are the spells...
First of all, you're making it with the 2024 warlock class. If that's not what you want, you need to turn on legacy and scroll down in class selection.
Xanathar's content is controlled by the "extended rules" toggle in the builder. You had it on at some point, since you chose hexblade, but if you turned it off, that might be the problem for the spells. (Not clear what spells you're expecting to be available that aren't.)
However, all the Tasha's and Xanathar's invocations that didn't get updated don't work with the 2024 warlock, and AFAIK they've never said whether this is the design intent or something they're going to fix.
How can you tell I'm making it with the 2024 warlock class? When I create a new character, I'm using the "Standard" option to do so. As I scroll down the class options I see "Warlock Basic Rules (2014)" as the only option.

I think I see the issue. The problem was I hadn't selected Pact of the Blade as my Pact Boon at level 3. Because I was creating a level 10 character I was trying to do everything in order on the screen not realizing I had to select my Pact Boon and THEN go back to select Improved Pact Weapon under invocations...
That being said, even with adding the Additional Spells, I still don't see Hexblade's Curse, Hex Warrior, Armor of Hexes as options...

Because you have the 2024 class features -- magical cunning, contact patron.
My old warlock character doesn't have those.

2024 classes don't use the Tasha's optional class features, but the stuff you're looking for isn't there anyway.

Except for Banishing smite, those aren't spells, they're subclass features that you have.
Banishing smite is not in the 2024 free rules. Since you're making a 24 warlock, it will use only the updated version of things that were updated. If you don't own the new PHB, you won't see that spell.

Ensure "Legacy" is checked there, and when you select a class, select the version of Warlock under the "Legacy" heading, not the version under the "Core" heading..
Also to answer the question, is it intended... no its not ! the intended idea is that everything works even under the 2024. it is dndbeyond that refuses to make it work for some reasons ! somehow the development teams makes things separates which is contrary to literally whats written in the player handbook. 2024 should be able to see 2014 stuff and use it. but for , again, some reasons, dndbeyond refuses to make it happen.
so we end up with a very broken dndbeyond right now. the only fix we have for now is to remake everything as homebrew for the 2024 version. exemple of what they do that they shouldn't... choosing the 2024 warlock class with a legacy class, even with the legacy checked, you wont be able to choose that class. because its not compatible with the 2024 class. or so they say, whats written int he player handbook is that to make a legacy subclass work, all you need to do is to say "you gain everything your level and below" thus making any subclass work reguardless of if its legacy or not working for 2024. but somehow dndbeyond refuses to mix legacy subclasses with 2024 ! its written int he player handbook, it should be availlable. but its not, because beyond refuses to do so right now. don't know why.
it should be easy though considering the subclass homebrew maker literally allow us to do it ourselves. so its a wonder why it isn't for them. that said they might be holding back because of higher ops telling them not to.

All the legacy subclasses work with the new classes, except for those that have updated versions in the new core books. For those, you can't use the legacy version of the subclass with the new version of the class; this is in keeping with the official rules.

That’s true, the invocations from that book don’t work with the 2024 version of the Warlock class. They still work with the 2014 version of the Warlock class.
What I said is still correct, though, because I was talking about subclasses, which is what you said originally.
