I'm attempting to collect character sheets for research purposes and am having a hard time due to the rate limit. I understand the purpose of a rate limit and am willing to play by those rules, but am having a hard time due to the exact implementation of it. While the rate limiting message says "Please try again in five minutes", I'm finding that it takes over half an hour for me to be allowed to make just 10 more requests. I'm hoping for some clarification on the exact conditions where rate limiting occurs or some other help.
