I suspect the actual issue is an implementation one.
Presumably, DDB has no way of restricting subclass options by race from a technical standpoint, in the way they have the system set up right now; by default, any character of the specified class can choose any subclass for that class. Until SCAG, no 5e subclass had racial restrictions, so DDB likely didn't think to set the system up in such a way as to make it possible to enforce such restrictions. Thus, DDB making it possible for those outside the specified races to pick those subclasses is probably not an active choice/decision by DDB; it's probably just not worth it to DDB to add functionality to enforce those restrictions.
In contrast, in DDB's current implementation, spells are only ever accessible to those classes and subclasses whose spell lists they're included on - they had it set up that way from the start, since spell access has always been restricted by spell lists since the start of 5e. (Note: the encode thoughts cantrip from Guildmaster's Guide to Ravnica technically shouldn't appear on any spell list, in that the book doesn't specify any spell lists that it's on; the only way to learn the spell is from the Dimir Operative background. However, DDB lists it on the wizard spell list, ostensibly because the system expects all official spells to be on at least one spell list.) Thus, in DDB's implementation, the new dunamancy spells from Explorer's Guide to Wildemount are only on the spell lists of one or both of the new subclasses, because that is what the book specifies. DDB presumably hasn't currently implemented any way for characters to just directly ignore the books' spell list restrictions (without homebrewing a feat or a copy of the spell or whatever). It may or may not be worth it to them to do so now that there's more of a desire for it, given the very narrow availability of the new spells as given by the book.
(That said, again, discussion of how/whether DDB should handle those spell list restrictions for the dunamancy spells should be split off to a new thread... Please, mods?)
I found a typo I think Under "The Founding" it says "... from the boundless inspiration the of the protean gods." I think it is meant to read "... from the boundless inspiration of the protean gods." Appears to have an extra "the".
i cant seem to figure out how to create a feat to use the new spells every time i do they never show up. this process is very confusing and frustrating. i did try to do the other method but my subclass is u.a. and doesn't work. if anyone knows of a way to do this easily please let me know

Are you using an archived UA subclass, or one that's still active/available? If it's the former, I suspect homebrew stuff can't reference archived UA (including adding a homebrew copy of a spell to a UA subclass's spell list)... But as long as it's not the UA artificer class, you could make a homebrew copy of the spell and add it to the spell list of your class as a whole (instead of your UA subclass).
I have purchased the options for the subclasses and the spells and after creating a new graviturgy wizard I was unable to select the new spells while in the character sheet. If I go to edit the entire character page. I cam choose from the new spells, but not from the actual character sheet. Anyone else have this problem?
Character creation issue: When building a Chronurgy wizard, the Dunamancy spells labelled Graviturgy do not show up at all as possible to learn (example: magnify gravity is not in the list of spells that can be added). The same occurs when building a Graviturgy wizard, but with Chronurgy-spells such as gift of alacrity). Is this intended? It feels like it should be possible to learn the spells, if only through finding scrolls.
This is intended design; some dunamancy spells are only available to the chronurgist, some are only available to the graviturgist, and some are available to both. None are, by RAW, available to non-dunamancy subclasses

Does your player have Critical Role content turned on for their character? If not they won't be able to see the item even if sharing is activated.

You need to make sure you've turned on the slider for Critical Role content on the Home section of the character editor.
