I am having the same issue with a copy of Fire Bolt reflavored for my Storm Sorcerer. Copied it and just tweaked the damage type, and decription to remove the flammable part but it is not scaling with the character's level.
I just figured it out, and you may have as well. However for those encountering the same issue, you need to Edit the spell and go down to the section titled "At Higher Levels" and edit each line. Each line must have the option "Modifier to Scale" set as the damage you want to scale up and change the dice count.
Thanks! Admittedly, I tabled tinkering with it since the spells came out through official content finally, but it does help to know nonetheless. It's odd that when you base your homebrew off of a pre-existing cantrip, that the tags that make it scale don't come with it fully.
Stuff like this is why I'd like to see extensive documentation around all the homebrew options. Some of it just isn't clear on how to produce the correct results on the sheet, and I even have some item instances where it seems like it should behave how I want, but it just doesn't.
Copied Sacred Flame for the structure in case I was doing it wrong, however the damage still doesn't scale with level.
