First thing to check is did you purchase the full players handbook ($29.99) or just the compendium ($19.99). Only the former gives you the options for the character builder, while the latter is the 'ebook' (compendium) only version.
Assuming you bought the full book, you'll want to check you've received the licensee correctly and your entitlements are in sync. Go to the marketplace section of your account (https://www.dndbeyond.com/account/marketplace) and check the following;
- your entitlements are in sync (you'll see a button at the top if they're not, select that button if it's there)
- the players handbook is listed in Order Transactions
- it's also listed in Current Product Licenses
If syncing your entitlements doesn't do anything (or the button isn't there), or the book isn't listed in your transactions or licenses, you'll need to put in a customer support ticket
My entitlements are synced, but as I’ve bought the sourcebook bundle I’m seeing not the individual PHB in the order transactions>view order window; it shows up as “Sourcebook Bundle.”
I'll also note that someone else recently reported the exact same issue (entitlements synced, bought the bundle), so a. ThesLightfoot, you can check there for some additional troubleshooting, and b. Davyd, that's two people reporting it, in case there is some weird actual bug.
in your account, there's an option to resync your content. sometimes logging out and back in may help. but as pocketmouse relayed, if you have indeed bought the sourcebook bundle and have toggled the content in the character sheet, then you should have access.

Drop down has all but that option, seeming. I’ve turned/toggled on every option in the character creator, and no dice. Thoughts?
I'm not good at B&S and I can't fix it, but you could probably get around it by making a homebrew copy and using that.

I am not seeing an option to resync my content, only that my account entitlements are fully synced.
And yes I have access to (seemingly) all other content I bought.
Tried relogging, no luck.
at this point, post in the feedback or support forums to get help. maybe someone on their end needs to do something.
