I believe this isn't currently implemented automatically within the dice roller. The Champion fighter, for instance, has a universal increased critical range, and non-20 rolls that are considered critical hits do not automatically double the damage dice. I may be wrong, but at the moment, the item would have its enhanced critical range as part of its description only.

How do I create an item with enhanced critical range?
As far as I'm aware you can't do that on DND BEyond. You would have to manually create a formula for it, which would be difficult since I don't think you can mess with the syntax on DND Beyond like you would need to and can on most VTT's (which is why people who use beyond for anything more than character creation confuse me).
Using roll20 as an example, you would have to go into the weapon attack and take the value of critical range (X=20) that denotates a critical hit and change it. So if for example, you wanted to add a crit range feat and Keen weapon (keen being a 3.5 enchant that doubled crit range) you would change X=20 to X=18/20, since you would be doubling crit range twice. On roll20, you can just go into your character sheet and manually change the crit range in any attack you have, but manually changing it is all you can really do.
