I think it would be beneficial to remove the base ability score limit in character creation when homebrew is enabled. It would allow more options for homebrew races and allow using monsters as character races for homebrew games. You can currently only surpass 18 base ability score in character creation with homebrew feats and other homebrew items that mimic having more than 18 in an ability.
in the Character Creator, there is an option to straight up override ability scores. The feature isn't necessary, and I wouldn't allow any homebrew that would let you get that high with point buy anyway.

It's also possible to create custom feats and items that remove the ability score limitation. For example you could create a simple item like the coin of good scores give it to every character and have the homebrew item with the ability score maximums bonuses to set them however you like.
Add two modifiers: 1st the amount you want to give to the stat
Modifier: Stacking Bonus - Modifier Subtype: Dexterity Score ( to say give +2 to DEX) Fixed Value 2
2nd Modifier Modifier Type: Bonus - Modifier Subtype ability score maximum - Ability Score: Dex Fixed Value 2
These would give +2 to Dexterity and raise the allowed amount to 22 (Normal max is 20)
Does that answer your question or are you just wondering how to give a set Stat like I want his stat to always be 25? Option 2
Because if you wanted to do that you would add a modifier Modifier Type: Set - Modifier Subtype: Strength Score - Ability Score: STR Fixed Value 25
Option 2 would set their strength to 25 no matter what you did. You can do this to raise or lower a stat but nothing else can override that set value. Hope that helps
