I'm not sure how much this would benefit others, but it would definitely help me:
Being able to create rulesets that include only certain races/classes/subclasses/backgrounds.
If I could do this, sort of like a toggle similar to the MTG/Eberron switches, or a dropdown rules menu, where I could have all my stuff saved. This would let us make rulesets for like if we wanted to use the rules that James Haeck just posted about with eliminating racial bonuses. We could create variants of the races without the bonus and put them into "No Racial Bonus" and then the character builder would only see those, instead of all the other races that don't fit into that category. This could also go into settings like "Greyhawk" where only the races in that setting are available, or literally anything else. "Darksun" having certain classes not available to be chosen. It just would be easier than having to go step by step with each player making sure they are following along with the ruleset, instead of them creating the character and really getting into it, only to be told that the race/class/whatever isn't allowed in the game. It would eliminate that completely.

Interesting idea. Seems like this could be an expanded feature of the content manager.
