Im running a shared campaign, and some of my players are making backup characters in the campaign to gain access to my content for said character.
I tried deactivating the characters that aren't in play yet, but they lost access to my shared content, despite still being apart of the campaign. I would like to request this be changed to allowed shared content to those characters so my players can continue working on them.
Alternatively, it would be much better if campaigns included player profiles instead of individual characters, then shared my content with the players of said campaign so they could use it freely without cluttering the campaign with characters.
You can have up to 12 users with up to 99 characters each in a campaign. A user just needs one active character to access shared content, with deactivated characters not counting towards limits. Maybe have the players make a 'holding' character that serves to ensure they keep access
My players can only access the shared content on the characters in the campaign. My issue is i want a way to categorize active and inactive characters without the inactive characters loosing access to my shared content.
Or are we doing something wrong, and should the players have access to my shared content on their characters regardless of if the character is a part of my campaign?
As long as a player has an active character in a campaign, they should be able to viewed shared compendium content.
They can only use content to either make a character in the campaign that they're a part of, or when editing an active character already in that campaign. For example, you can't make a character using shared content that isn't in a campaign.
You're not doing anything wrong (except trying to actively use inactive characters). Only active characters in a campaign have access to the content. Inactive characters are inactive (not being used or updated).
Ok, i will then put in a request for a way to sort characters inside a campaign. Like, say you have multiple parties filled with characters made by the same players. Basically a grouping system for different parties within the single campaign?
Have every player add a tag to the beginning (or end but beginning is easier to use quickly) of each character's name.
So if you have three parties and a player has a character in each party, those character's names could be Jeff, Dave and Lisa. On their character pages, they would name the characters "[A-Team] Jeff," "[Party 1] Dave" and "[Red Squadron] Lisa."
That would allow everyone to readily and easily identify which characters belong together and to which party.

Suggestion: do it yourself.
Hear me out.
