The default settings for "character preferences" in the Character Builder enables some of the more obscure settings and options that doesnt fit the general WOTC lines not that good. Always when starting a new campaign, for a oneshot or a longer thing, i tell the group to switch the "Character Preferences" to "Critical Role ON" and all of the other options off. Nobody does this. I control the sources via campaign, but with that setting still stuff like Changelings, Verdalken & others are getting choosen.
Can we please set those things optionally in the campaign and enforce those on characters being build IN this campaign?
you control all the sheets in a campaign and can edit them yourself if you own it, you can turn that off yourself once the initial sheets been started and if your players turn them back on or change it, thats kinda on them for ignoring the dm

I second this. It would be so convenient for player onboarding in campaigns.
