Certainly not on any theoretical level. All forms of pets that can do meaningful stuff are part of the class perks of a character (even if sometimes indirectly, like the Find or Summon spells), so whatever they contribute is part of a character's presumed 'power level' already. In practice judicious use of for instance familiars for scouting can make a big difference in how hard encounters turn out to be, which might affect your encounter planning (as in, you might add or leave out certain aspects of an encounter or the monsters in it in order to obfuscate or conversely make available valuable information that can be discovered thanks to the pet, to stick with the example) but doesn't affect the nominal difficulty of the encounter (which as Kotath says isn't all that reliable anyway). Regardless, it sort of a best/worst (depending on how you look at it) scenario; the rough calculation methods provided in the DMG assume the PCs are fairly optimized without being exploitative so either the PCs use their abilities - pets included - optimally and the numbers should (though likely won't, as said) work out or the PCs use them suboptimally in which case the encounter will be harder than expected for them. It's not necessarily up to you / the DM to account for that in your planning, however. That's the sort of thing I'd clean up in post, so to speak: wait until you see how things turn out, adjust on the spot as necessary.

To clarify, it's on the character sheet, not in the character builder (which honestly seems counter-intuitive to me).

I'm under extra and cats can be added - but I don't see the ability to add a dog or half-wolf?
try a mastiff. Or homebrew something. The options available are drawn from the “monsters” in the published sources you have access to here.
