Yup that's the evoker, they come in handy when you absolutely positively have to deliver that fireball and you have your party members surrounded by a horde of hobgoblins. Evoker + Fireball should be called "Hobgoblin Eraser".

Meaning, a group of four players in fireball cast by an evoker, will take no damage from the spell. Its a subclass feature of the evoker. The description isn't talking about a class feature, they are talking about the spell, not other classes or subclasses with said ability. It would make no sense to limit it to be beneficial to such a small subgroup of classes/subclasses in the game. It is the primary benefit of taking the evoker in the first place. The ability isn't made for rogues, its made for everyone.
