I have a couple of characters trying to create paladins. The only oath option they are given is Devotion. Seriously, I am on D&D:Beyond and I have access to all of them, and a player sitting right next to me accessing through my account only has access to Devotion .
Also, players can sometimes only access the Grappler feat. Same problem.
The feature/subclass/race you are referring to is not part of the D&D 5th edition SRD and will need to be unlocked from the marketplace before you can use it on D&D Beyond.
Since you have them all, you need to share your content with your players via a campaign. Create a campaign and turn on content sharing, send them the invite link. When they try to create a character within the campaign they'll see all the options. This assumes you have a Master subscription as well.
This may be a dumb question, but my experience has dictated I should ask anyway: Do you have the master tier subscription? If so, did you enable content sharing on that campaign? It may not be enabled.
Yes, I have the Master subscription. I have also bought the PHB, DMG, and SCAG.
Yes, I have enabled content sharing. I have sent everybody the invite link to the campaign. All of the players have been creating and saving characters into the campaign.
Just a thought...suppose they clink on the link to get into the campaign. They bookmark that page, and the next time they go to it, they go to the bookmarked page. That should still be able to access everything I have access to, right? Or do they have to follow the same link every time? Will the bookmarked page just send them to the basic free version?
IIRC, they have to actually join your campaign to see the content. When you look at the campaign, do you see their characters? They may have followed the link, but not used the "join campaign" option.

Any time an unfathomably powerful entity sweeps in and offers godlike rewards in return for just a few teensy favors, it’s a scam. Unless it’s me. I’d never lie to you, reader dearest.
It turns out that the issue is with the app. Over on the Mobile Beta Testing group I found out that the Share Campaign feature is not yet working with the app. I'm having my group check it on their desktops, too, but I'm certain I found the problem.
i found that some times you have to create the guy, then go back and make changes and the options just appear. I don't know why but ive had that happen.

Is there a step that we are missing?

D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.

Yeah, I've unlocked the stuff and they should have access to it.
I'll make sure they are logging in through my link.
Thanks,
Geo.

The link is needed only to upload the character on your campaign slot. Once they do that, they should be able to use your purchased content.
If you are still having trouble try these (assuming the characters they are trying to create are actually in the campaign):
Disable and re-enable content sharing on the campaign.
Have the players clear their browser cache.
Have the players remove their character from the campaign, then re-add it using the invite link.

You can use web without the app in mobile version or it does not work either?

They did use the link. They have access to all of the books I have, but they had that issue with the character sheet.
