If you want your character's theme to be purely a necromancer, I do not think it is a good idea to multiclass. Multiclassing significantly slows your spell progression, so I would not advise it if you want to stick with being a full caster. You will still be able to raise the dead and stuff if you multiclass, but you will just do it later and generally be less effective at it. If you really want to multiclass as a caster, I personally would only do so after level 17, since that is when you get access to 9th level spells. So unless you are starting out at a high level or in a really long campaign, I would not advise multiclassing.
If you want to be the best necromancer, in my opinion, school of necromancy wizard is the best class/subclass to go with. If you really want to multiclass though, the only thing you care about is just raising the dead, you do not care about out of combat utility, and you do not care about spamming low level spells more often, the soonest I would multiclass would be at level 13 to access Finger of Death and Create Magen. Finger of Death is your go to spell to create a horde of cheap zombies that does not cost any upkeep. If you got resources to spare, you will want to augment your undead army with Magen; while they cost a lot more to make, they are a lot better in combat and can give you more tactical options. As a bonus, with School of Necromancy, your hitpoint maximum cannot be reduced, so you do not suffer the cost of lower max HP that other wizards do when they cast Create Magen. If you want to specialize in necromancy, then there is no point in multiclassing in my opinion, and I would just stick with wizards all the way up to level 20.
Warlocks are not as good as wizards in being a necromancer especially at really high levels, but if you are not going to get to levels that high, then the gap in power is not as pronounced. Thematically, undead and undying subclasses would fit you best, but they lack major mechanical synergy that school of necromancy has for wizards. For undead specifically, it has minor synergy with Finger of Death, as you completely ignore the verbal and somatic components of the spell when you project your spirit, but the chances of that being relevant is pretty slim in my opinion. Mechanically, I would go with genie for access to Wish or celestial for healing your minions.
Basically, Finger of Death would be your go to spell for building an army, with Create Magen being an additional option for wizards. Animate Dead and Create Undead has an upkeep cost, so I do not recommend making a permanent army using those spells. You can use those spells to create a temporary front line force in combat, but make sure they die before you have to pay for their upkeep, since they will turn hostile and uncontrollable if they do not feed on your magic juice.
If you want to make a necromancer amazing you need help from your party. You can get bless with a feat I think but having things like a wolf totem barbarian or a bard or druid for faerie fire or something. You can also stack damage with the oathbreaker and things get nasty. I want to play an evil party short adventure some time. Mostly because I want an excuse to convince a party to build towards these synergies.
