I’m interested in making a character that would be a fusion of Elric of Melnibone and Dark Schneider from the manga/anime “Bastard!!”. The character is proficient with dual swords and shortbows as well.
The elements I’m looking to replicate from these characters are;
Wielding a sentient magical weapon, preferably a sword of some type.
Proficiency with Dual-wielding weapons (sentient blade in one hand and random other weapon (dagger, short sword, handaxe etc.)
Good with a shortbow
Proficiency with magic, able to cast 9th-level spells eventually.
Best suggestion I have that would fit most of that is make a Wizard (Bladesinger). Then take some feats along the way to fill in gaps and find yourself a sentient weapon? Also maybe be an elf?

Sure they can just as with every other caster class. They're not full casters, but through their Mystic Arcanum they have access to 6th - 9th level spells.
Plus, the OP wanted someone with a sentient magic weapon. That's almost baked-in to the Hexblade patron.
Hexblade gives you Charisma-based weapon attacks, Paladin gives you Divine Smite and armour and weapon proficiencies (if your character starts as a Paladin) and Sorcerer gives you level 9 spells.

Actually *getting* a sentient magic weapon (or any magic weapon at all, for that matter) is GM-dependent, though. Also, the Hex Warrior's ability to use charisma for weapon attacks and damage is limited to a single weapon at a time, not every weapon you wield.
A better build would be Artificer (Battle Smith) 3/Wizard (Bladesinger) 17. Battle Smith lets you use your intelligence modifier for weapon attacks and damage for any magical weapon, so it functions much better with dual wielding than Hex Warrior.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
Bard College of Swords is worth considering: full caster progression (so 9th level spells available), extra attack and access to the two weapon fighting style.
If you’re wanting a character that’s relatively stronger in melee, and access to level 9 spells is not essential, then consider Ranger (dual wielding and archery are both classic Ranger styles) or Eldritch Knight.
Do bear in mind what levels you might be playing in a campaign. The Battlesmith/Bladesinger combination is good, but you won’t get your Extra Attack feature until you are level 9 (Bladesinger, like the Sword Bard, gains Extra Attack at level 6).

There's also the classic Bladelock. Everybody loves the Bladelock. Warlock, Hexblade patron, Pact of the Blade, etc.

Warlock can't really make it to 9th level spells though.

Would a multi class of Hexblade/Bladesinger be viable? Or Hexblade/a different Wizard Tradition?
Warlock and Wizard use different spellcasting abilities ( Charisma vs Intelligence), so they don’t mesh well as a multi-class.
Couple of thoughts:
Charisma-based - Hexblade 1 / Paladin 2 / Sorcerer 17
