The game was certainly designed around 4-6, but it's dependent on a lot of other factors; a combat for 8 level 3 PCs might well be faster than one for 4 level 15s.
Of course, you can have combats with a 100 people that run faster than ones with 1 person - if that one person happens to be playing FIFA at the same time. In terms of predicting whether it's going to be viable, you will almost always want three players and not eight.

I'm not set on the number of players I'd sit at a table with, but I wouldn't accept 10. In a three hour session, in a perfect world and one where the DM's characters take roughly half the time, that means you're sat at a table for three hours and getting nine minutes where your character gets the limelight. That's not a factor of the rules or DM skill, that's just physics. For every minute you're doing something, you're spending nineteen not doing much at all.
That's not including down time, set up time, time people get distracted, the "uh, umm, uh" time. You can easily reduce your actual time played by half, realistically. Yeah, I know, you can have fun listening to others participating, and I do. At a point though things really start gumming up and more time reintroducing people into the session because they have gone into their separate conversions.
I've been a player in a party of seven. That was not a good experience, but it maybe eight could be done if everyone behaved well. Maybe more, but ten would be beyond any trust I'd have compared to three hours of my time. I'd rather just go for a meal or spend time with my family or something.

I honestly feel comfortable enough running between 4-8 players, I think anything above a 10 is too much because honestly as much as it sounds fun to run it also dosen't sound very fun from a players perspective. Especially with stuff like combat which would take awhile, I'm just thinking of the other 9 players waiting for what could be upwards to 20minutes just for their turn. If I was a player I wouldn't feel motivated to continue another session but that's just my opinion.
