I wasn't aware that it allowed for them to move and spawn. That's unfortunate. I hope that's being addressed by dev.
Again, why?
Players being able to move tokens and spawn new ones is completely fine, it means the DM doesn't have to do everything. The OP's problem is that they're playing with children, not the platform.
You can only work with what you have. If it weren't for my FLGS, I'd probably rarely if ever play 5e. I'm lucky that while they have a sense of humour, they know when to stop - I rarely have to say anything, and even then, it's never because they're being intentionally disruptive.
Is the problem that they can't or won't govern themselves? Sure. But being able to lock them out of certain things would be helpful. It's an easier solution than having to find a new group...with the potential issues that come with that.
Then use a platform that has more token permissions like roll20, it even has a free version. You can even combine it with Beyond20 to use your DnDBeyond character sheets/books with no additional purchases.
Asking that they take the easy no-frills uncomplicated VTT and make it more complicated is a bad solution, especially when they (a) have enough to do on the roadmap as it is (we don't even have shapes or token resizing yet), and (b) are shorter-staffed thanks to the layoffs.
I just want to point out, that a lot of people are saying, "Just tell them to stop, or move to a new group".
Some of us are using D&D as a teaching tool to reach students, and that isn't really an option. D&D can be a great tool for teaching, particularly students on the spectrum. I would like to have a system that facilitates my ability to do that, and doesn't hinder it.
And, yes, some of my students are much more comfortable with a computer, and not comfortable with paper sheets etc..., plus they put a lot of work into their characters (mainly overpowered min/max, but I can deal!). The thing is one student being a jerk, can mess up and derail the whole group.
I know this is alpha, but I hope there is in the future more DM control so there is a better way to look at this.

Just going to note that in May the Maps tool added the option to change if players can move tokens.
