That just means they are there as choices when you choose new spells. It does not mean you have more spells in your spell book.
RAW, yes, but if the DM wants to overrule that and just say you get the spells, that's completely their prerogative.
The easiest way to accomplish adding extra spells to a sheet is by using homebrew feats.

This isn't correct. Feats do not add spells that let you use spell slots, which seems to be what the OP is asking for.
The recommendation is edit the subclass and adding a feature that adds spells, setting them as "Uses Spell Slots: Yes" and "Counts as Known: No".
Even easier is rather than specifying the spells and setting up by level and all that, leave it all blank and just use the "Is Infinite" checkbox. Then when the player wants to add the extra spells they select the spells as needed from the dropdown, to add the spells they'd gain. It's a little more upkeep for the player to add them whenever they increase 2 levels, but much easier to set up and get the game rolling in the beginning.
