According to the new PHB there are Epic Boon Feats that allow your Ability Score to reach 30. How do you get an ability score that high? Does it mean up to 30 including magic items and 30 is just the hard ceiling or is there a mechanic through feats or some other way to naturally boost your ability scores beyond 20?
Presumably it's for games that keep playing past 20 and keep awarding feats as an advancement mechanism (which can include the ASI feat, or other Epic Boons.)
Monk and barbarian capstones let you raise 2 score by 4 points each, to a max of 25.
There are (in ‘14 rules, and probably in ‘24 but we don’t know yet) magical tomes you can use to raise your score above 20. Theoretically, you can find multiple copies of that tome and raise your score multiple times.
Or be a long lived species and hold onto one you read for 100 years for it to recharge then read it again. That’s not practical for most campaigns, but is theoretically possible
But also, the hard cap at 30 isn’t new. Been there since 2014.

While regular half Feats and Feats only allow you raise a score no higher than 20. You can keep selecting a different Boon after 20th level for every 30k xp you get until you get to a 30 ability score.
This of course benefits Barbarians and Monks since they get to raise their main ability scores by 4 to a max of 25 at 20th level. So they will reach 30th before anyone in the hypothetical adventures that levels up beyond 20th.
I don't know what you mean by "Does it mean up to 30 including magic items". Do you mean like Tomes etc? Unless it changes in 2024's DMG, they can increase your ability scores past 20.

But yes, it should apply to magic items as well.
Epic Boon feats include an ASI that specifies that it can increase past 20. There's no evidence that it applies to anything else.
