I'm trying to create a new character on D&D Beyond with only 2014 rules for our existing campaign. Is that not possible anymore? It seems it forces us to use 2024 rules when creating new characters? Am I missing something?
You definitely can. Some of the tool tips do reflect 2024 rules however (like unarmed strikes for grapple and shoves.) From what i've seen so far it doesn't really seem game breaking in any way.

They've basically had to double every class up and treat it as if 2014 and 2024 are two different classes. As VitusW said if you scroll right to the bottom of the drop down there's 12 classes listed under Legacy
In my case I'm wanting to make a Bugbear. Are the "Expanded Rules" sets, such as Mordenkainen Presents: Monster's of the Multiverse, now considered part of "core"? Is it possible to make a "legacy" Bugbear now?

The expanded rules sets are not part of core. They're controlled by the expanded rules toggle.
If you want to make a legacy bugbear, and have access to the appropriate book, you will also need the legacy toggle.

Just tried it and with Core, Expanded and Legacy all ticked when I get to the species tab Bugbears are there for me. Scroll past the ten species listed as Core and there should be a list headed Expanded and it’s under there

Yes, this is also true for me, but I suppose my point was lost in my poor exlanation, sorry. I can see and make a Bugbear, but I cannot seem to make a Bugbear without it including new 2024 rules, like Weapon Mastery. I want to make a Legacy Bugbear with no consideration for new content.
Ah with you now. You could make a character using a legacy species, a legacy class and only using legacy spells and feats but your weapons will still have the mastery listed in their text. Easy enough to ignore, especially since a fully legacy character won’t have mastery of the properties

If you don't have access to Volo's guide, you won't get the legacy bugbear. I just checked and it does appear.
I still get the weapon mastery crap, even when I just have Legacy enabled, and no other selections. What a pain in the ass.
Those checkboxes just filter what options you can select for things like classes, subclasses, feats, items, and spells. If you're seeing a weapon mastery class feature it's because you've selected a 2024 class. Select a 2014 class instead and you won't see it.
You need to have "2014 Core Rules" (not "Legacy") checked to be able to select a 2014 class.
I am also still having this issue. I select a 2014 character (fighter which has a different symbol) and it still gives the options for the new sap, shove, topple etc features. really annoying.

You’re seeing this because these are properties of the weapons themselves, and there aren’t separate 2014 and 2024 versions of non-magical gear. It has nothing to do with which class version you select.
Unfortunately this was apparently an intentional, if absurd, design decision; it’s unlikely they’ll ever change it.
Consider the extent of you being subjected to the horrors of '24 content on weapons is seeing the name of a mastery property on a character sheet (yes, that's all it is, I just checked), it doesn't seem like much of an issue.
Consider the alternative: Every single magic item that exists in a 2014 book that doesn't have a 2024 version would need to have 2 of every variant. For instance, the Crystal Blade (from Fizban's Treasury of Dragons) would have 2 of the Crystal Blade (Shortsword), 2 of the Crystal Blade (Longsword), and so on. Instead, a Fighter from 2014 with a Longsword is just as inconvenienced as a 2024 Wizard with a Dagger: You see the name of the Mastery property, but don't have access to it. Oh, the horror! The tragedy! The absolute waste of everyone's time whining about it!
