You're about a month behind the news, they reversed that decision and it's half the reason so much of the site and the character creation is on fire right now

Not sure where your “current” info from; they initially intended to move in that direction since 90+% of the spell changes were upgrades and most of the rest were text based that didn’t really integrate into the builder, but there was enough pushback that they shifted to keeping all legacy spells available, though it looks like they filter out unchanged duplicates to avoid drowning the builder options last I was in there.

Nope. If you're searching things like spells in the character sheet then it automatically includes 5.5 options.
You can set up filters for specific sources, but it'll also be a lot of filters you need to add.
Though looking through the basic rules / 5.0 PHB sources will automatically filter you in.
