Clicked for long rest and emptied spell list to start rebuilding aaaaaaaand...
I can't find Primal Savagery anywhere.
Just to be absolutely certain I wasn't going crazy, I confirmed the sourcebook it's in (XGtE), which I've confirmed I own digitally. Filtered the spell list on my digital character sheet about 5 times. Primal Savagery is gone.
Anyone else having similar issues with other spells? Items? Etc?
I also created a Druid just now and can confirm Primal Savagery is still available on the character builder. You need to have "Expanded Rules" turned on to get content from optional books like XGtE and TCoE to show up.
To answer the question in the thread title directly, no, 2014 content as a whole is not being phased out. Some of it has been replaced with newer versions in the 2024 rules, but that sort of thing was already happening under the 2014 rules too (XGtE adjusted a ton of spells from Elemental Evil Player's Companion, and Monsters of the Multiverse adjusted a lot of the optional races like Aasimar and Goblin.)
And apparently they aren't even taking down the '14 PHB from the Marketplace, so it's pretty safe to say that nothing is being phased out in the immediate future.
In think the OP made a very hasty generalization in this case, the content is definitely still available and I can't see WotC wanting to hurt their own bottom line by stopping the sale of the old PHB.

They already did that with VGtM and MToF. All the justifications I heard for those being taken off apply even more so in this case too. They even tried going further in forcing updates to some of the content this time.
Perhaps they've changed their minds on how they'll handle Legacy, perhaps they've only kept it open until most of the content has been superceded, or maybe they're waiting until all three core rule books have been released. I don't think anyone knows what's actually going to happen at this point.
I would be more surprised if they removed 2014e books from accounts, though.

Considering half the wizard and cleric subclasses are only available in that book, I don't see them pulling support for it in the short term, at least digitally.

How they're handling deprecation of revised content is a totally different issue though. They're not getting rid of 2014 content as a whole, just because something was designed under the old rules that doesn't mean there's anything wrong with it.
Thanks for your input, everyone. I was definitely futzing with the rules settings at some point earlier, trying in a semi-desperate attempt to knock off the '24 stuff. I guess I forgot to reset for the sake of keeping things as they were.
I hope they don't ever take away anything we have paid money for not 100% sure but that sounds criminal.
It wouldn’t be criminal; what you’re getting from a digital product like this is access to a service- the site- for as long as the seller maintains it. There is no intrinsic part of that transaction that the seller must maintain the service or any given offer for access in perpetuity.
Now, that said, by all past actions WotC is not going to start actively taking down any sourcebooks, even when they stop selling access to them as with VGtM and MToF. I can’t objectively prove they won’t outright remove any 2014 content, but so far they’ve maintained Legacy for people who already purchased it and as something shareable.
hopefully it will never happen, and we won't ever find out but if they are still selling new content and making profit but delete old content, I'm not entirely sure how a judge would rule not to mention public outcry. lately they have received enough bad press so I doubt they will delete anything anytime soon but who knows what they are thinking.
