Against wolves, in dnd 5e, the action for the bite attack reads that "if the target is a creature, it must succeed on a DC 11 strenght saving throw or be knocked prone". Is this only in the case of a successful attack, or even against a failed attack?

Should be on a hit. It is a little harder to parse, since it's a new sentence, but it does come after the "Hit:" tag. Obviously, this becomes moot with 2024, as it's no longer a new sentence (and also automatic).
