Am i just tired of my day and lost the ability to search properly, or did they not include a way to create companion in the 2024 books to help players? I vaguely remember that the 2014 books told us things to do depending on how much we wanted to flesh out a companion.

You are indeed correct, it is NPC. It was NPC in the 2014 too but believed it was called something else, which i was half right. They do label it as a follower.
I was under the impression you were talking about "Sidekicks", which were a class of character designed for that kind of niche - filling out a small party to make them more viable without distracting too much from the PCs. Their rules were found in one of the expansions (TCoE, I think), hence why you wouldn't find them in the 2024e rules. Perhaps I was wrong.

There is no rule like Tasha's sidekicks in 2024, not yet at least. You can use the DMG 2024 NPC guidelines, there is a section "NPC as Party Members", or the rules from Tasha's, they are compatible.
Depending on the experience of the DM, not having a DM run a party member might be a better choice. The "NPC" will automatically have knowledge of things they shouldn't. As you need that NPC to round out the party, having an "NPC" run by the DM might not really round it out.
In this case, I think the 2 players should each roll up a twin. Your choice of player A rolls a PC, but player B runs them (fraternal) Or as an Identical twin and have the player that rolled them up also runs them.
Having 2 sets of twins can also be a fun role play opportunity. You can be like the movie Twins (Schwarzenegger/DeVito) or mirror images.
Now I wrote it, having Schwarzenegger as a large muscle bound peaceful healer and DeVito as the opposite, a tiny/low STR raging barbarian sound like it could be fun.

There are rules for npc creation, if that's what you're looking for.
