Wizards, under 2024 rules, rewrite a spellbook. It can even be used as an arcane focus. And it's listed in the starting equipment for the class. But...it's no longer an inventory item like it was in 2014, despite weighing 3 pounds.
I assume it is because each Spellbook is unique to the Wizard, and can be anything; an old Tome, a simple Journal, Scraps of Paper tied with a String, Book Bound in Human Flesh, etc.
So eliminating the generic item allows people to create the truly custom version that they want.
Tabards used to be an item, and the same with Cloaks, but not anymore unless you create a custom item which is what I do for my characters.
I'm not saying the reason is to help push people to get creative and create custom items, I think it might be just to eliminate some of the very many items they have to manage in the coding. But, removing the items frees us to get creative :)

It seems like it's probably an oversight on the developers' part; I remember it being reported back when the 2024 Player's Handbook was first released, but it doesn't appear to have been addressed since then. It's likely a low priority for them, as the 2014 version is still available and having it in your inventory doesn't really do anything mechanical.
