Having played 5e for quite a while now, running several campaigns, and playing several characters, I can honestly say that the fighter class feature Second Wind needs a revamp!
Why? Because a class power/ability should not feel less useful as you level. Especially one that they putting a scaling mechanism into place, but that scaling mechanism makes no sense.
When your fighter is hurt levels 1 through 3 and he uses second wind, he shrugs off a great percentage of his damage. But at later levels this feature seems useless. Especially if he rolls poorly.
I propose a revision to this class feature:
Second Wind
You have a limited well of stamina that you can draw on to protect yourself from harm. On your turn, you can use a bonus action to regain hit points equal to 1d10 + your fighter level.
Once you use this feature, you must finish a short or long rest before you can use it again.
Starting at 6th level it becomes 3D10 + your fighter level, 11th level 6D10+ your fighter level, 16th level 8D10+ your fighter level and starting at level 20 you can use your reaction to restore your hitpoints up to half.

I'd probably simplify it to just half your level instead of tiering it like that, but there's a pretty good chance I'll do something like this.
