Say you want to let your players get a feat every third level. Is there a plan to let you manually add feats, skills, etc. or possibly create your own homebrew rules?

Do you mean create homebrew rules on D&D beyond? I don't see why that couldn't work as long as it was well organized, but I don't think they have any plans for it as far as I know. It might be better just to discuss that in the forums, like you are now. You might be able to manually add stuff in the character creator, but again idk.
Personally, I feel like a feat every three levels would be a bit broken along with normal ASIs and such, unless you want the players to be overpowered. Of course certain feats are more for background or interesting quirks, like the Gourmand feat in the UA, so it would depend, but certain feats used together would probably be pretty broken if not kept in track. As long as you feel comfortable with it though, go right ahead.
In my campaign, all of the players except one are brand new to D&D plus I like to throw challenging encounters their way (not overpowered monsters, but things like monsters in conjunction with traps and hazards that require tactics) - so adding some extra feats hasn't made the PC's overpowered. Plus if you think back to 3rd edition, its pretty much how things worked back then. I just want them to feel a little more heroic is all.
I don't think what I'm asking for is unreasonable. Either make there a way to manually adjust your character after you've walked through the builder, or add a "homebrew class rules" option. Think all the way back to eTools. This was easily done even back then.
Not to mention I make up my own homebrew feats which players can unlock. These are usually a result of something they've done in game, or some experience they've had. So ideally, I really need a Homebrew Feat maker as well.

I'm pretty sure they're already working on a feat maker.
