Can a 10th LvL Druid with 3 LvL Sorcerer twin spell conjure elemental, have them fight, drop concentration on one when its going to loose, gain experience?
It would depend entirely on how your DM treats D&D. If they treat it as a hard-rules, video-game-like experience, then maybe they'd allow this 'farming'
I doubt most DM's would, D&D isn't really a video game and 'XP farming exploits' aren't a thing; you're not really getting any new experiences or challenges from what you described so there's no reasonable way it'd enable for you to level up.

I would say no. If that was the case, couldn't you just get XP from summoning things and just letting them disappear?
Besides, D&D isn't really a game you can "grind" in. Unless your DM is into that, but generally, it doesn't make much sense.
Conjure elemental doesn't qualify for twinned spell in the first place. Twin works with a spell that can only target a single creature other than self. Conjure elementals doesn't target a creature.

I wouldn't allow it. XP isn't something that can be farmed, it is awarded by adventuring, killing monsters, and roleplay.
