With the new changes to blade singer and metamagic adept they probably needed to change something. As if a 9 blade singer/fighter had two opponents within 10ft they could potentially do 5x6xd8+4x2xd8+6x4 in a single round. Or a bugbear with spell sniper may be more likely to get 50d8 + 18 when they trigger the movement damage. (Assuming 4 targets)
Still I think they saw this and went overboard, as even J.C. said he wouldn't change the shadow blade/ booming blade interaction in his games

Sometimes I wonder how often rule changes like this are specifically to try and prevent over-the-top powergaming in Adventurer's League.
The "Self (area)" notation signals that the caster is the source of the effect, but unlike plain "Self" spells they don't necessarily target the caster.
Although "Self (area)" spells don't target the caster, they can't be twinned due to having "Self" in the range.
The motivation for the change wasn't to nerf twinning, they just wanted to correct what they saw as an error in the range. (This checks out since GFB was also changed and that was never twinnable.) These spell's effects can never originate from anywhere other than the caster, so they should use the "Self (area)" notation.
That said, Booming Blade's twinnability was accidental. They never intended Twinned Spell to speed up your weapon swings.
