I would say yes. Using the crown, you can only attack one creature at a time. You are targeting that creature with a ranged spell attack. Using the rod, you are absorbing a spell that has targeted you and is not an area effect.
The rod can only have 1d10 levels of spell energy, if a player wants to use 7 of those to to absorb just a single attack, I would let them.

I would allow it but having each star count as 1 spell level - 7 stars, the spell is level 7. If you want all the spell levels, you have to absorb all the stars.

No, Rod of Absorption cannot be used against Crown of Stars, because the target of the spell is 'self' (technically, you could cast the spell on yourself and absorb it, but I can think of no reason you would want to do so). The stars it generates use a ranged spell attack but they are not themselves spells (another similar spell: Spiritual Weapon).

I can think on one singular related-ish reason: you ran out of charges to cast conjure elemental from your staff of the magi as an action with, and lost concentration on your last one. Still very situational though (if not more, because it's a legendary-tier item), and not exclusive to crown of stars.
So, can a staff of absorption be used against Crown of Stars?
Crown of stars has a Range of self but allows you to target a creature with a ranged spell attack roll and hurl a star at that creature.
The Staff of Absorption can absorb spells that target only you ( Holder of the staff ).
So the question is, can a staff of absorption absorb the attack from a Crown of Stars?
I would say no, but was interested in what you guys think.

My issue with it is that the spell is range: self, but it can damage other creatures. It is confusing.
