In all his time here, he always has been fully dedicated to Greenest and to his goddess, I can't imagine a single reason as to why he would do any of the things you are theorizing. Still, if you wish to interrogate him, you will find him at the Temple, he's almost always there."
He then turns to Petmailer. "Cult of the dragon, you say? That's horrible...And I'm afraid that's exactly what we could be dealing with" He nods, troubled. He's too worried about the topic at hand to notice anything about the elf's messy eating, thankfully. "Your theory about Milo possibly raising a dragon, however... Interesting idea, but I doubt that's the case. A dragon would have grown too big for that small house to contain by now, and Milo did not started obsessing over dragons and wyrms until a few months back anyways. Allow me to continue:"
He searches in his pocket and puts out a letter. "Milo has always been an eccentric little man, but four months ago he became even more so. He stopped inviting us for drinks, and when he did found some spare time to chat, he was always rambling on about this newfound relic he was studying. He also rambled a lot about dragons, chromatic dragons. Scholar stuff, like their biology and all their differences with metallic dragons, things like that. After that, he just isolated himself in his study, he said he was busy working on the relic. Then finally, after three moons of hearing nothing from him, he sent me this note."
He puts the letter on the table for the group to read. Reading it, it says as follows in clear, elegant handwritting, but there's some careless blotches of ink at the edges. It's obvious that the author of this letter was in a hurry when he wrote it:
My treasured friend,
You might have been wondering what has had me so busy as to not go out of my homely little hovel. Last time we spoke, you asked me about the dragon relic I was investing so much time on, and you got grumpy when I refused to show it to you. Patience, mister Nighthill, please do spare some patience with me, because the findings I have been doing might shook you. Once I explain better what this relic is and what it could represent, you will understand better why I am hesitant to show it to anyone else.
The relic doesn't look like much at first glance: It is a mask, a red dragon mask. While I studied, I discovered that not only has been made from the leather and hide of a real red dragon, but that it has strong magical properties: It reshapes its form to fit whoever wears it, for starters, but it also increases the fire damage of spells casted by the wearer while protecting them from fire-based enemy attacks.
That was not what drove my curiosity to study it further: Lots of items that give its user similar benefits over fire have already been discovered in the past. No, what makes this mask special is that it seems to have unknown draconic magic sealed within it. I haven't been able to test my theory, but I suspect that this is the very same type of mask Tiamat worshippers were once rumored to use to communicate with her and those dragons who descend from her. These people were known as Wyrmspeakers, due to their ability to speak not only with dragon, but to all draconic creatures.
If my theory is right, this mask could be used not only to communicate with dragons without any Draconic knowledge, but also to influence over them. It might also be possible to use it to communicate with lesser draconic beings, such as drakes.
Other people would probably choose to destroy this relic for its connection to an ancient evil, but as the scholar I am,I digress: On the wrong hands, t could be catastrophic, for sure. But on the right hands, a relic as old and powerful as this could lead to an important Arcane breakthrough. It must be studied further.
But I lack resources here, and lately I've been having nightmarish visions when I sleep at night: Images of fire and smoke, and there's eyes looking down at me. Malignant effects from the relic, or just my overactive imagination? I can't say. That's why I am now writing this to you: I want to transport this relic to Candlekeep, so my colleagues can inspect it and make a much more detailed research on it. It goes without question than it would be a safer there as well, with less danger of it getting stolen or destroyed.
I'll meet with you and the others at the Temple this high noon so we can speak about this in person and make all of the necessary planning for this trip. Please, do not be late.

Tarbaw waits for at least one of you to finish reading the latter before continuing. "That was a week ago. Eadyan, Escobert and me waited for him at the Temple that day, but as you might have already guessed, he never arrived. We searched for him everywhere, but he was nowhere to be found. He just... disappeared. Not a single clue about where the mask he mentions on this letter could be, either."
"My worry is that someone, like a cultist or anyone who had knowledge of this mask's existence and wanted it for themselves, might be behind all of this. I will pay you generously if you find Milo's whereabouts and those of this... relic of his. Interrogate anyone who might be suspicious, and feel free to investigate all of Greenest for clues. I shouldn't be suggesting this, but..." He puts another object over the table: It's a set of thieves' tools. "I'm giving authorization to break into Milo's house, if you must. If the 'experiment' attacks you, do what you have to in order to protect yourselves. Please, do not tell Eadyan that I'm allowing you to do this, or Milo for that matter, if you do happen to find him. They would never forgive me."
"This should go without saying, but if this turns out to be the act of a cultist, do not go soft on them. This town is safe and peaceful, and I want to keep things that way. If there's anyone within Greenest worshipping an evil goddess, then that person does not belong here." He declares, and there's something akin to a silent war declaration in the tone of his voice.
"That's all I know, I do apologize for not being able to offer any more information. Even if he's weird and full of secrets, Milo is still one of my friends, and it is not like him to vanish without a trace like this. If someone has kidnapped him or worse, I want them to be punished." He does a small hand wave to signal you that you are now free to go. "Wish you all luck."
(Nurm and Harmony, please make a Perception check. To everyone: you are free now to ask a few more questions to the governor if you wish, or to leave the inn to start exploring the town)
Kane reads the letter and sets it down and thinks for a moment. “A dragon mask..” he mutters. “This news is very unsettling and I can understand your nervousness. I have a theory.” Kane says. “I believe that if Milo was making a detailed inspection of the mask, he would have put it on. In the letter, he hypothesized that the mask could be used to communicate with dragons and dragon kin. What if, it works the other way? What are if Tiamat, or some other nefarious dragon, used the mask to control Milo, and this letter was a cry for help?” He pauses in order to allow the group time to take in what he said. “I am by no means the leader of this group, but I have a proposition. We split up. Azrael, you mentioned that you would like to talk to the priest. Perhaps take someone with you, and then the rest of us may investigate Milo’s house. Again, it is only a suggestion.”
After reading the letter Nurm is lost in his thoughts for a while.
This mask Milo speaks of could be key in weakening the alliance between Githyanki and Tiamat. Yet using it's power to control dragons would make us no better than the ones we oppose.
Your people have helped me. It is my duty to help your town when it is in danger.
Harmony skims the letter when it’s passed into her hands - creepy dragon mask, Tiamat cultists, Milo trying to study it. Her eye catches on the part about the dreams. She doesn’t believe in coincidences, and they sound unsettlingly similar to the ones she’s been having.
She pays a bit more attention to the rest of the governor’s speech after that, and tries to memorize the main points of it. Once he’s finished and Kane has suggested a plan, she finally speaks.
”If Azrael wants to talk to the cleric, I’ll go with him. I’ll probably be more useful there than in any investigation.”
"Milo is right. Shouldn't fear this mask because it happens to be red. The world is not black and white . . . or red and gold, I guess."
Gunren grunts and straightens up a bit. This was a small, isolated town. He had a feeling the combined experiences of the party had seen more of the Realms than the rest of the town combined. These were small-minded folk. He'd had to tread a little more carefully.
"Don't blame you for being afraid of those who worship Tiamat. I can come check out Milo's home. See if there's any trace of a dragon's presence."
Petmailer stands up and reaches across the table for the thieves tools. “I, uh, may have a little knowledge of how to use these. Before my days of being on the straight and narrow. I will use them with your authorization to look into Milo’s house and see if we can get to the bottom of this for you. I will gladly accompany anyone who wants to go there...”. Petmailer looks around at his companions, “Gunren is with me to his house, are the rest of you seeking the priest?”

“I would like to join the group heading to Milo’s house. However, if I am needed, I can also go to the priest.” Kane says. “I feel like the house will be our best source of information. But all leads should be followed, so talking to the priest is also important.”
Harmony nods and smiles to Nurm's suggestion. "I know a spell that has the same effect, although I suspect our methods are different."

Nurn sits in the lotus position, closes his eyes and starts a melodic chant in gith. After a while blurry image starts to appear next to him. After a while Nurn opens his eyes.
You feel as if someone watching you for a brief second. You assume it's due to all this talk of cults and nightmare leaving you a little spooked, so you don't think much of it.
To Nurm:
You feel like someone is spying this conversation. Your eyes glance at the door, and you see the innkeeper's son peeking through the hardwood door. You would recognize him even if he hadn't been the one serving the orders: He has his mother's chestnut brown hair and his father's green eyes, and those were the people who helped you when you were unconscious. How long has this kid been there? You can't say.
He stays there eavesdropping the whole thing, eyes wide, until he notices that he's been spotted by you. He quickly closes the door.
Tarbaw's eyes widen when at Kane's theory. "...By the gods, I hope you are wrong." He exclaims, clearly horrified by the idea.
As the group agrees to help and begins to decide on a plan, he is deep in thought himself, but will acknowledge you again the moment you all decide to leave to bid you all farewell.

"I'm more worried about you, with Milo's creation running loose in the house. If we get back to the inn and you're gone for too long, we'll come looking for you."
She taps a slightly different rhythm and Nurm hears:
"I'm fairly well-acquainted with them. They've been kind to me, and I haven't noticed anything suspicious with them. If you want, I can talk to them before we leave."
"Yes, we have." Tarbaw answers to Petmailer. "We sent a guard to Candlekeep the very next day. Poor lad made all the trip there just to come back emptyhanded. That's when I knew I would need to hire people like you."
There's movement behind the tavern's door. The innkeeper's kid, the same boy who brought the orders earlier, opens the door and walks towards you, holding a crayon and a what looks like an scroll. "Sorry, sorry..." He says, looking at Nurm. "Please don't tell my mom."
Tarbaw looks at the kid, waiting for an explanation to his outburst. The kid makes a reverence. "Please forgive me, Sir! When I saw that you were going to hire Harmony for something, I..." He doesn't even finish the sentence, nervous. He turns to the group. "My name is Roladd Swift. I heard that you were going to do an investigation or something, so I want to help!"
He puts the scroll on the table: It's a copy of Greenest's map. There's some crayon scribbles all over it. "My brother and sister are always running around and getting lost, so I had to make this for them."
"See? The big yellow star is our Inn, the blue is the Keep, the one in green is the old Mill and the red is, of course, Escobert the Red's house!" He points. "I heard that some of you will be going to the Temple, that's the one in purple. And here..." He uses the orange crayon he is carrying to draw a circle on a small house which's located on the way to the Mill. "...is the mad artificer's house!"
"That "mad artificer"'s name is Milo." Tarbaw scoffs, but he seems more amused than annoyed. Roladd mumbles an apology, before turning to say something to Nurm.
"Are you really okay now, mister? You can stay here if you are still feeling weak..."
Kane looks at the map Roladd brought. “Hmm,” he muses, “Milo’s house and the temple seem to be on opposite sides the town, with the inn near the middle.” He turns and bends down near Roladd. “Thank you, Roladd, for showing is the map. I’m glad you want to help, but it could be very dangerous. I believe it wise for you to stay here with your family and keep them safe. But I’ll tell you what, if we find out anything, I’ll will let you know, alright?”
"I'm sure your mother doesn't need to know,"Harmony tells Roladd with a conspiratorial wink. "I'll tell you what - I can think of one more thing you can do to help. If you see Red here this morning, keep him distracted. We don't want him to know that we're at Milo's house. Do you think you can do that?"

Gunra lets out a low rumble, thinking about the map and committing it to memory. This was good information - there were clues here.
"If someone was watching this 'mad artificer', the mill there would have been a good place to set up a blind. Elevated, probably out of the way, and close to their prey - erm, Milo. We should check that out too."
The gruff tortle curls the edges of his beak into a slight smile. The kid was smart, at least.
