Is is bad or unbalanced if before the final battle of campaign, all my PCs have three unique magical items attuned to them? They have gathered these over the course of the campaign and each is designed to enhance their abilities. By the way, there are only two PCs in the party.
Balance in D&D is really a measure of how the player characters stack against each other, not against some arbitrary goal line. If your players are having fun and nobody's left feeling like they're not able to contribute as much as everyone else, the game is balanced.

Balance is what the DM decides it is (unless you are playing in a Adventures League camping which I thoroughly despise).
