Hey all nice to see you again first off I would like to thank you all for being so helpful in my previous endeavors as a Dm and I hope to get better everyday.
What I wanted to ask today is that I'm beginning construction on a Campaign for a group of mine one that isn't really story driven meaning it will have character progression but there won't be heavy story aspects like save the world. What I wanted to do is see how my players will fair starting from nothing to building a kingdom of their own.
Basically the idea I have so far is that it's going to be very Steampunk in setting and the world is ravaged and dangerous but there are floating cities and islands that hover above the destroyed world below the players will be put in charge of a group of people and will gain their own small floating island after an attack from a large creature attacking said islands.
To get supplies to build their city or expand the island they can collect materials from the surface but there is a strong chance to fight very difficult creatures but the rewards are well worth it if they survive they can also trade with other cities for supplies but of course that is going to cost a lot more.
What I want to ask is assistance on ideas for some machanics like island defense, collecting materials, and general purpose of island upkeep. What do y'all think any ideas can help.
Have you had a look at Matt Colevill's Strongholds and Followers book? It has rules for building strongholds, starting from a "level 1" stronghold and going to "level 5" or something -- such as a hill fort growing into a massive fortress over time. He also has upkeep rules, ways to hire henchmen and retainers, ways to hire armies, and (relatively simple) rules for unit warfare.
He's also got another one coming out that is supposed to expand on it, called Kingdoms and Warfare, but I think it is a good half-year or more from publication. That might have more of what you need but you'd have to wait for that one.
You might want to check out S&F though and see what you think. I can personally vouch for the quality of the printed product (in terms of its physical aspects, page quality, print quality, binding, etc.). The content is a matter of taste... you can probably find some reviews or previews online to get some idea if you would like it.

For Wilderness Survival, I use a special foraging system depending on what the players are looking for
Basically, I make a 100 table where the bottom 50 are foodstuffs and stuff the players need for survival, and the top 50 are interesting tidbits they may encounter along the way. Then I have the player roll for survival, and I roll percentile. If they are looking for food, I subtract their survival check result from my d100 result. If they were just scouting, I add it. So if they are looking for food, they are more likely to find it but they may also find something interesting, and vice versa.

Out of the abyss is another good resource. That campaign starts your players out in a drow prison with no starting equipment.
