I need them to be about CR18 and I want them to be the exact same as how they are in the MTG world, so whatever is suitable to their characteristics. I’m looking for both tamiyo’s, but mainly post compleation.
(Normal Tamiyo): Start with the Archaic stat block and then adjust with a few more flavorful spells and abilities.
(Completed Tamiyo): Start with the Star Spawn Larva Mage stat block and then adjust from there to fit your needs.
For Tezzeret, start with something like the stat block for The Lord of Blades and maybe swap out some spells for more animation magics.
If you are looking to mimic specific powers, then I would need to know more about what you want the characters to do (specifically in combat) within the context of the adventure. Translating a planeswalker's full spell/ability catalog is both subjective and pointless if you are not going to use even a third of their powers.

I'm new to DM'ing, but I'm not sure how to create Tezzeret and Tamiyo as NPCs to potentially be monsters whilst in the Neon Dynasty world.
Please could someone help/advise me how to create them as I can't find anything online?

What challenge rating do you want them to be and what of their spells/abilities do you want to see mimicked as abilities?
Edit: Also, are you looking for Tamiyo pre or post completion or both?
