This is in reference to keeping watch at night, and things like "You hear buzzing nearby," "You see a glow come out of the darkness," "You hear a feint scream," etc.
Should the DM request a Perception check during each character's shift for things like these? Or, should players proactively declare they're making a Perception check during each shift to see if they notice things like these?
Alternatively, should the DM just be using players' Passive Wisdom (Perception) and tell each player whether his or her character notices something based on the Typical Difficulty Class the DM sets?
Use the passive Perception of anyone keeping watch (as opposed to resting or being distracted with other tasks) to see if they notice something. Ask for a check if they have reason to think something's amiss and they want to search the area.

"Design intent: passive Wisdom (Perception) is the norm. Only have someone roll if they initiate a search."
