Pretty soon in my campaign, a slew of ghosts are going to simultaneously rise from the dead. While most of them won’t rest until the event that caused this is reversed, some of them will be satisfied with a different amelioration. Help me come up with variously inconvenienced ghosts to take up the attention of my players while the BBEG gets to work!!
For context, this campaign is set in the least fortunate town in a gothic Victorian setting :)
A ghost that was an orphan and just wants to be accepted into a family. It will be hyper annoying and make the players hate it, but if they can accept it and show some kindness, it is put to rest.
The BBEG poisoned someone without their knowledge (or did them in whatever way, as long as the ghost doesn't know who killed them), and puts the characters through a whole bunch of side quests trying to find out who killed them, only for them to finally defeat the BBEG and have the ghost disappear.
The ghost of the character's favorite toy that they lost in their childhood and will threaten the character until the character makes them a new body to inhabit.

He doesn't have much besides the skin on his bones. Me: I'll take the skin on his bones, then.
"You see a gigantic, monstrous praying mantis burst from out of the ground. It sprays a stream of acid from it's mouth at one soldier, dissolving him instantly, then it turns and chomps another soldier in half with it's- "
1) A stable hand trampled to death by horses that escaped the barn, he cannot rest until the barn is once again filled with horses.
2) A bard who killed themselves heartbroken over a failed poem for their lover, they cannot rest until the poem is perfected and read before the ghost of their lover.
3) A hunter killed by a tree or rock falling on them, they have brain damage so are easily confused / lost. They walk around in circles in the forest calling for their lost dog called "danger", and will not rest until they are convinced they have found their dog.
4) A group of politicians killed by a storm or other natural disaster while locked in an argument about what to do about the disaster, they can only be put to rest by settling the argument.
5) Someone who died falling through the ice in the winter, they desperately seek out heat - including sucking it from living things - and can only be put to rest by dealing a total of 50 fire damage to them.
6) A drunk who fell down a steep cliff and died, they will only rest if the party obtains powerful magical booze for them.
7) A murder victim who needs to find out who killed them.
8) A heroic soldier who died of dysentery and needs to reclaim their honour by being killed in honourable battle to move on to the afterlife.
9) A satirical bard who was executed by a powerful king for a rude insult. The bard insists the crypt/grave of the king be thoroughly desecrated & humiliated before they can move on.
10) A bride unknowingly murdered by her husband-to-me who asks the party to find her husband for her to complete their wedding but what she really needs is to come to terms with her husband being a cheating jerk and decide she doesn't need his approval any more.
