Haunted House. People have been disappearing in an old, abandoned house in the Dock Ward.The players are either supernaturally invited, or hired to investigate. The house is home to A. An abyssal or infernal cult. B. The ghost of its previous owner. C. Just a murderer
Death in the streets. People are turning up mysteriously dead, and the Watch is clueless. Could be a monster, could be Jack the Ripper.
Mists. A mysterious mist covers the city. When the mist finally clears, things are... different. This could be a precursor to an entirely new chapter of the campaign, set in Ravenloft, the gothic horror setting featured in Curse of Strahd. Someone in Waterdeep has committed an unforgivable sin, and as a "reward", the city has been pulled into the mists to become this person's personal hell.
Murder Mystery Dinner Party: The players are invited to dine at the house of a dear friend. Then, the friend ends up mysteriously dead and only the party members and the other dinner guests could have done it. Make the dead friend a wizard and you can include some combats as the players investigate his home looking for a solution to the mystery. Maybe even get a game of clue, so the players could play it as a metagame: (as they explore the estate, they get cards telling them who didn't commit the murder. If you do this, maybe the other guests walk around investigating, trying to solve the murder too.)

Aundra Blackcloak is the landlady of The Godcatcher Tenements, the apartment complex built on the Godcatcher. She lives in the giant floating orb above the statue. (Canonical also) Ever notice that she shares a last name with Halaster Blackcloak? I bet you could do something there.

City scares aren’t my thing. But the group find themselves in Waterdeep at this time of year.
