I use Inkarnate.com for world/region/city maps and Roll20 for dungeon maps...
Roll20 is free to sign up and comes with some basic freebie token and map tiles, but you can upload any free tile sets you find and then layout on a page grid...
For a small fee in the marketplace you can get some beautiful tile sets...
If you are just looking for a random dungeon, maybe Donjon, or DunGen is a good tool for you.
For creating battlemaps, there are tons of options out there, I use DungeonDraft, which is not yet finished (beta), but it is the one I liked the most. It has a unique style that I like, but it seems that it is also what turns some people away form it.

I also use Inkarnate for region and town maps. It is great for that but not a good tool at this time for building interiors of dungeon maps.

Some of the others I looked into are DungeonFog, Mipui's Map Maker, Dungeon Painter, Dave's Mapper, Tiamat Mapper, DungeonScrawl, RPG Map Maker, and I'm sure there are more 'out there'...
