Question... what if i make a custom background with a xanathar's racial feat? (Faction Agent + Dragon hide for a Dragonborn)... would that be legal?
No. The only feats that you can choose with the custom background are Tough, Skilled or (in the Forgotten Realms campaign) Magic Initiate.
There are limited backgrounds that come with feats (Spelljammer, which is part of the forgotten realms, has some - there might also be some in one of the newer source books - either giants or BoMT .. I don't recall .. none of these include the Dragon Hide feat).
So the Dragon Hide feat isn't an AL legal character option at character creation.

It is more or less ok from just glancing at it except for the languages. AL allows the rules in the DMG for creating custom backgrounds for characters. As long as you follow those rules when creating a background you are good. One thing to note is that languages are not a part of the background so you can't have the background grant a language of their choice (none of the PHB backgrounds appear to grant languages and languages are listed in a separate bullet from background in character creation in chapter 2 of the PHB). You've also left out the starting equipment or 50gp.

"This section describes, step by step, how you can create backgrounds like the ones in the Player’s Handbook, tailored for your world and the heroes in it.
1: Choose Abilities
Choose three abilities that seem appropriate for the background:
Strength or Dexterity. These abilities are ideal for a background involving physical exertion.

Exactly what the title says - are Custom Backgrounds allowed in Adventurer's League?
I've seen no rules explicitly against it, but I've missed these things before.
I'm not looking for anything particularly exotic - just a combination of proficiencies that I can't get in the Player's Guide.
