Would it be possible to insert playing cards into a deck of many things in order to trick a character into drawing cards from it? Could someone then stack the deck to get them to pull a specific card as it would still be a random pull to them? Is this just evil? Thoughts?

This is entirely up to the DM, however, my two cents are as follows:
(1) Putting playing cards into a Deck of Many Things has no mechanical impact. The act of "Drawing one or more cards" from a Deck of Many Things is a magically/narratively binding action/contract. You draw the number you choose, or it draws them for you.
(2) If a character does not declare a number of cards to draw, the deck has no effect, so you can not trick someone into drawing cards from the Deck of Many Things.
(3) Stacking the deck is not possible. The act of drawing a card from the Deck of Many Things is random. You can explain this however you want, but it will always produce a random result. Maybe the cards simply appear blank unless activated, or they magically shuffle themselves before use.
(4) The physical object that is the Deck of Many Things should be treated as a representation of a concept, not as something that can be exploited.

The deck of many things is not so easily fooled so, putting playing cards in would result in one of two effects.
The deck rejects the cards/skips over them whilst drawing
The card turns these cards into random additonal deck of many thing cards.
