I am currently creating a setting that has multiple hag covens, though there is one I am currently stuck on when I am creating them which is a coven of Night Hags. This coven is called the Sisters of Dreams and are located near or in (haven't decided) a town called Avermar, which boasts a few hundred people and is primarily a fishing and trading town. My problem is that I don't know what their schemes and plans should be. I know that night hags enjoy stealing evil souls and corrupting pure ones, but I also don't want to just make their whole plan to just turn ethereal and wander into the town stealing souls.
You could let them eat fish and hereby give birth to somekind of fish people, which they use to scare people and steal souls full of angst and fear.
This could also be part of the trickery to turn people evil.

You could combine the films "The Wicker Man" and the "The Fog": the town has a history of being highly successful and affluent, their fishing fleets are second to none, their traders always have the best supplies and deals but their success comes at a cost. Several times a year they must perform a ritual and make sacrifices to the "local spirits" (the hag coven). If the spirits/coven do not like the sacrifices the town starts to fall on hard times, fishing yields lower catch rates, the merchants find their trade caravans become more likely to be attacked by bandits, the spirits start to invade the town and take the form of the towns ancestors and haunt the town and the dreams of the townsfolk etc. When this happens the town end up having to sacrifice a person to appease the spirits/coven. The coven then gets the soul of the poor unfortunate and helps them corrupt the souls of the townsfolk over time.

there's a thieves guild of lycanthropes called The Moonstalkers described in TBoMT that includes a night hag. Perhaps you could lift that right out of the book and flavor it so that the hag is secretly controlling the guild with her divination and 'anonymous' clients. maybe this is an arrangement she prefers because it seems too weak for other hag covens to bother with: a lone hag without a circle, sheltering and surviving the best she knows how. no threat at all! except that she's manipulating the group into stealing from the other hag covens. and the items she has them steal are either powerful dream-related items or else potential avenues of defense against mind control and nightmares...

These are wondrous ideas, I especially like the whole sacrifice thing for the fishing town, though I was thinking of perhaps instead of lycanthropes I could use shadows that the night hag gained through making fey deals with the people of the town.
The night hag, keeps planting a dream in the religous leader of the town, of a coming of a God to raise the people to the nirvanna. The religous leader begins to preach the coming of some God (pick a God relevant to the town). Then she plants these nightmares in other leaders of the town. This begins to grow, become more believable. The leaders start talking about preparing their souls so that they may achieve immortality in the stars (a mass suicide). Of course there is one little girl, who has been sent a message of the truth from an angel. Tells this to the party. So now the party has to kill the hags before the mass suicides. This creates a time suspense.
