I recently got a really cool mini, a skeleton horseman, and I was thinking-how would I build an encounter around the strengths of this one monster, complete with a highly atmospheric and interactive battle field! What might I do with this concept?
Oathbreaker paladin comes to mind, leading an army of skeletons or other undead. Or a cavalier fighter doing the same. Or a Mounted lich
If there’s more than one mini, you could do a four horsemen of the apocalypse type thing. Or even with one, you could do that have have them fight the horsemen one at a time — then you get to use the mini more than once.
Or make it the captain of the guard for a bigger boss, like a vampire or necromancer.
Sleepy hollow style where it’s a headless horseman, maybe even make it throw exploding things at the PC’s, unholy water, or whatever
Make the fight someplace large and pretty open, so the horse can take advantage of it’s move speed. If the horseman had time to design the field, it could have lots of traps around, where there’s lanes that are safe that it knows about, but if the PCs try to cut a corner, they fall in a pit or hit a spike or something. It could even have some flying minions like giant bats, which could avoid the traps, and harass the ranged/magic using PCs.

you can have the battle in phases. the horsemen and his army are attacking a besieged guard.
1)have your first phase be your party manning the walls and balistae destroying his ogres and siege minions after a while your horsemen breaks in through the gate and your party has to
2)deal with him and his minions all while avoid random catapult shots falling on them , in an attempt to stall for enough time for more allies ( NPCS ) to arrive and flank the enemy.
3) in the end as the tide of the battle turns in your favor and your enemy is surrounded have a battle to the death with your Horseman and his leutenants.
4) as the final battle seems like certain victory to you have the horseman flee and start a chase scene with your party out of the city and the battlefield outside the once sieged city

Tbh, after the minimum investment in terrain for the encounter, (I suck at making terrain) I can’t afford any more minis, and this should be a level one encounter.
