I'm in the process of retooling an old Adventure League character who had been a Goliath into a half-moon elf goliath. Do I use the half-elf as a template or some combination of high elf and goliath traits?
Half-elf as a template wouldn't quite work, as it is technically half human and half elf. What I would do in your situation is:
+1 Constitution (Goliath) and then the player the choice of a +2 Strength (Goliath) or a +2 Dexterity (Elf).
Age: Same as Goliath
Size: Between 6 and 7 feet (Goliath are between 7 and 8, while elves range from under 5 to over 6). And the build of a slender Goliath.
Speed: 30
Mixed Heritage: Choice of proficiency in Athletics (Goliath) or Perception (Elf)
Darkvision for 30ft.
Powerful Build: You count as one size larger when determining your carrying capacity and the weight you can push, drag, or lift.
Half-Fey Ancestry: You have advantage on saving throws against being charmed.
(Optional) The Sword Coast Adventurer's Guide, on pg. 116 for reference, gives half-elves with a Moon elf heritage a choice of the High Elf's Elf Weapon Training or Cantrip.
Her backstory is that of a druid-turned-barbarian. However, my experience with Pathfinder draws me to retool her into a hybrid of the two, similar to a bloodrager or skald. Although, there's a chance I may retool her into a skald because elves are known for their music. How would you handle (i) combining barbarians and druids and (ii) converting skalds?

You'll have to forgive me, I have absolutely no Pathfinder experience so I'm not sure how the Pathfinder traits will convert or anything like that. HOWEVER, what I can tell you is that the way to do this, (without homebrewing a completely new class) is to use the multiclassing feature in D&D 5E (Which can be found on page 163 of the Player's Handbook). If you already know about this feature, great! If not I will detail it here:
Multiclassing is essentially taking a level in a certain class, Barbarian and then when you level up, you can take another barbarian level, or take a level in another class like Druid.
If you are a Druid and want to take a level in Barbarian, you will need a Strength of 13, or if you are a barbarian and want to take a level in Druid, you will need a Wisdom of Strength. So when you roll up your character, make sure you are have the necessary stats.
As far as I know (I just read through the Rage and the Wild Shape abilities and there isn't anything saying you can't use them together. Rage says you can't cast a spell or concentrate while raging, but Wild Shape isn't a spell, nor requires concentration. It is a "magical" ability, so maybe it depends on your DM, but I would let my player do it.
As far as builds go, the tankiest version of this multiclass would be a Druid (Circle of the Moon) it allows you to shapeshift into the most powerful options available to the Druid, by allowing you to transform into beasts with a CR rating of you druid level divided by 3, rounded down. Meaning At level 6, you get CR 2 (for comparison, every other circle gets CR 1/4, then at level 4 CR 1/2, then at level 8 the wild shape caps out at CR 1. The reason for this is the other circles get spells and other abilities). So if you combine the circle of the moon to get high CR beasts and combine them with your Rage, you will be insanely powerful. However to do this, you would have to take a higher amount of levels in Druid to get these options. Also, like I previously stated, the other circles of the Druid get spells, which you can't use while raging so it's a sort of give and take. I'm only referring to PHB Druid circles, I don't know how the XGE and UA circles run off of the top of my head.
By clicking on your links, it would seem that the Skald is a Barbarian/Bard, and the Bloodrager is a Barbarian/Sorcerer (which again with the rages taking away spells seems like not the best option for multiclassing.
