Because you can use them to wield Light weapons. It doesn’t say anything about making extra attacks. Again, if the intent was for you to be able to make extra attacks, it would say that.
that makes zero sense..... so if i have four guns.. 1 in each hand.. i could only attack once.. the others are just decorations at this point?
I mean, if you're a Fighter or another character who has multiple attacks, it's a handy way to get around the Loading property on some firearms and ranged weapons.
You asked what the rules say, and the rules say having those two extra arms doesn't give you any extra attacks. The ultimate reason for that is likely that it would mess with the game's action economy in an unbalanced way. Whether that makes sense in-universe is a subjective question that doesn't really have any effect on the rules.
