Would appreciate any feedback to workshop this spell. The goal is to allow villains (or necromantically-inclined PCs) to make low CR undead like zombies or skeletons a bit tougher and surprise PCs who might be expecting an otherwise easy fight.
Up to 8 undead you control and can see within range gain temporary hit points equal to twice your level and may make one extra Attack each round. If you lose control of any of those undead, those lost undead lose the benefits from this spell.
*a ruby worth at least 25 gp, which is expended in the casting of the spell.

However, from the point of view of allowing this for necromantically-inclined PCs, an extra attack per round for up to 8 minions sounds seriously OP to me, especially on top of a small but scaling defensive bonus. I'm no expert but I think scaling generally requires use of higher level slots. Perhaps start with 1 or 2 minions and add extras with slot levels?
If it's for an NPC, why not just have tougher mobs under the control of your NPC? Saves a lot of effort.
Yeah, I didn't really intend this for PCs, but for Villains. Maybe I need to make it much higher level then.
As for your second point, you're right, I guess I could just do that. I think I was looking for a way to justify it in-game.

How about making it a lair action? Taking Young Green Dragon as an example, they can be pretty powerful.
