The Sky Sabre or Bilah Langit (bee-la lang-id). Is a thick shining silvery pale blue sky blade that lined with runes that spark when touches by the light. People said that they see the most beautiful sky when looking at the blade of the sword. The origin of the sword is unknown.
Dormant
While Sky Sabre is in a dormant state, you can hold this magic longsword and use a bonus action to speak the command word, causing the sword to emit a light blue glow that sheds bright light in a 20-foot radius and dim light for an additional 20 feet. This glow lasts until you use a bonus action to speak the command word again, or until you drop or sheathe the sword.
This sword has a +1 bonus to attack and damage rolls made with it. And you are resistance to radiant damage.
You have advantage on save of being charmed and frightened and you have proficient in wisdom saving throw (if already proficient you choose the other mental saving throw.)
The weapon add 1d8 radiant damage to fiends.
Awakened
When a character awakens Sky Sabre, apply the following changes to the item’s traits:
Increase the bonus to attack and damage rolls to a +2.
On a hit you can cast Banishment, the creature must make a charisma saving throw of 15 or be banish to its home plane (if not in one already.) Undead and Fiends have disadvantage on the save. You can cast this once per dawn.
When a friendly creature within 10 feet of you got hit by an attack. You can spend your reaction to take the damage instead. As a pale blue translucent of yourself appear in the way of the attack. You also give an extra ac equal to your charisma modifier to that friendly creature until it got hit again or take an action (reaction is fine.) You can do this equal to your charisma modifier, reset on a short rest.
Exalted
When a character exalts Sky Sabre, apply the following changes to the item’s traits:
Increase the bonus to attack and damage rolls to a +3.
Additionally now you can cast Banishment twice per dawn and the dc increase to 17.
As a bonus action you can teleport to an unoccupied space equal to half your speed (including up to the sky). It still eats your movement as normal.
The wording needs tightening up, and this benefit:
You have advantage on save of being charmed and frightened and you have proficient in wisdom saving throw (if already proficient you choose the other mental saving throw.)
Needs to be moved to the Exalted state. To be properly balanced.
PS Why are there like.. no abilities related to the sky? It reads much more like a Celestial/Divine inspired weapon than anything to do with the Sky... I mean it doesn't even ever give you the ability to fly...
Yeah I want to put a fly spell as exalted but.... That's star razor abilities....
Is a divine weapon that targeted fiend and undead, I also copy some property from Sun Blade. That weapon deal an additional damage to undead but this one just to fiend. So this is a substitute weapon I guess.
What do you think? Should I just use fly as exalted?

Or just change the name. Something like "Hell Raider", or "Bright Claw", or "Demon Rake" would be more fitting.

When taking the attack action you can replace any attack to cast Starbolt. You pelt a creature you can see within 60 feet with a slashing twinkle of bluish light. You make one special range attack, on a hit the target take 1d8 radiant damage. The radiant damage increases to 1d10 if the target is in dim light, darkness or under a night sky.

It still has the theme problem.. What is the theme of this weapon?, why was it created?, what was it used for?, what feeling does it give to the player to use it?
Here's my take on it:
Skylestia Saber
This shimmering pale blue blade is lined with rules that sparkle in the light. Whomever looks into the blade sees the the sky of their home plane reflected back at them. It is said to have been created by a banished angel of Mount Celestia who sought to use it to earn their way back to its beautiful skies.
Dormant
This weapon has a +1 bonus to attack and damage rolls. In addition, the blade glows with pale blue light when within 60 ft of a fiend, shedding bright light in a 20-foot radius and dim light for an additional 20 feet. While glowing, the blade deals an additional 1d6 radiant damage on a hit.
Awakened
Once awakened, the weapon gains the following properties in addition to those in the Dormant state:
The magic bonus increases to a +2 to attack and damage rolls
Banish: When you hit a creature with an attack you immediately learn its creature type and plane of origin, you can then choose to use your reaction to cast banishment (spell DC 15) on the target. Undead and fiends had disadvantage on the save. Once you have cast banishment in this way you cannot do so again until you finish a long rest.
Sacrifice: When an ally within 30 ft of you is hit by an attack you can use your reaction to take the damage instead of them, this damage cannot be reduced in anyway.
Exalted
Once the blade becomes Exalted, it gains the following properties in addition to those of the Awakened and Dormant state.
The magic bonus increases to a +3 to attack and damage rolls.
The DC for the Banish ability increases to a 17 and it can be used twice per long rest.
The extra radiant damage dealt by this weapon increases to 3d6.
Once per long rest you can cause the blade to display the skies of Mount Celestia and can contact one of the beings that resides there as per the commune
Thank you so much for the input. I'm still don't know the origin of the sword but I want to make the effect rather tame and not to op to every creature. The Sting property from lord of the ring is nice, but is a challenge for me to remember as a DM.
This is the final result, let me know what you think. I just use the DMG for the damage at the starburst ability at exalted.

Starburst: With a bonus action you can call the sky to enhance your weapon with a surge of force energy. As a thin dark blue light on the outskirt of the blade pulses immensely. The next time Sky Sabre hit a creature, it takes an additional 5d10 force damage and is push 10 feet away. You can cast this once per dawn or regain it on a critical hit.
Heavily inspired by Star Razor in critical role.

What about this? I stole some idea from reddit.
