The variant is simple: roll 3d6 per stat, in order (no swapping), you do not get any ASIs from race (or background, in 2024). So far, so terrible. However, here's the kicker: you can keep rolling until you get a character you like... but no going back, once you've decided to reroll, you can't go back and decide "you know, that character was actually good enough".
This can in theory create quite strong characters... but mostly it will produce somewhat odd characters.
That sounds like whomever is the most patient will end up the most powerful. Though if I were playing under those rules, I'd just set up an automatic dice roller and a script with my desired minimum stats and let it run for a few minutes until I get what I want.
