It's a cool concept but here's some things to consider:
1) Crack Time: Do your allies know where the time fissures are? Do the enemies know where they are? Is it actually going to be fun in play or will it be more annoying and just make combat drag on if your friends & enemies to randomly get frozen for 1 round?
2) Time Dilation: This is actually 2 completely separate features - the 1st level one and the 6th level one and should be separated as such. These also look incredibly annoying to keep track of. This is D&D not a psychics simulator, we make tonnes of simplifying approximations all the time and it feels like this feature desperately needs some of those too. Also, what's with the extra damage? That seems counter to the theme and purpose of the subclass - this is a battle field controller not a DPR subclass - just cut that entirely and it will help with the OP-ness. (TBH I'd probably cut the entire 1st level portion of this feature).
3) Otherworldly Prescience: This is another excessively complicated feature and incredibly niche, just replace it with the 6th level portion of Time Dilation.
4) Timeless Body: This is flavourful but pretty useless. Consider other time-flavoured features such as allowing them to cast the spells in the Timeless Spell table as a bonus action instead of an action, or a bonus to initiative.
5) Shatter Time : I don't understand that last big paragraph about using it as a reaction.

What do y'all think of this? Trying to balance it, and I can't really find any meaningful ways of doing so.
As a constant, the subclass relies on time fissures for most of its features, mainly freezing enemies and moving around the battlefield.
