When you hit armor class exactly, you deal half damage rounded down. Applies to attacks made by all creatures. Make fights more grindy. That is all. Y'all should use Glancing Blows. Also, automatically gain a point of exhaustion from dropping to zero. -Patt
AC already takes into account moving during combat, which would create glancing blows. Rolling low on an attack could be described as a glancing blow. As well, how do you do a glancing blow with a spell like Dissonant Whispers? How do you work with spells that have riders on them like Ray of Frost? You open up a lot more need to adjudicate these things. I'm not a fan of the idea, I already feel combats are the biggest time sink in the game. That said, I tried something like this before and it did add flavor, but it was a lot more book work for the DM.
HP aren't measures of 'getting hit'. They are measures of getting hit, plus exhaustion, plus glancing blows, etc. So a low damage roll is already more or less a glancing blow (or even a blow that missed but really took something out of you to dodge).
Nothing against a rule like this, but it's just making combat more difficult. If you think combat should be more difficult, then it seems like an okay sort of rule.
I do not feel this house rule makes the combat more difficult, as Brotherbock said, but it sure can make it even longer. Although 5ed solved quite a few issues present in other editions, combat situations are still stupidly long past a certain level, especially if you do not have good scaling on your damage (i.e. every melee that is not a Rogue or Monk).

I always like variant rules and this sort of thing, but it doesn't seem to be a necessary addition imo. I would just describe it as a glancing blow. Similarly, if a Paladin has 16 AC then a shield brings it to 18, I describe any miss of 16 or 17 as bouncing off of the shield, that way the Paladin can see the results from that shield, as opposed to it just being described as a miss or whatnot.

In response to DMThac0, Dissonant Whispers wouldn't apply because that is a wisdom saving throw on the target's part, this only applies to attacks. As for spells that add extra effects you could just say that the effect doesn't go through, kinda like saving against poison.
