I'm not sure what to call it, but I have taken to having my players roll initiative at the beginning of the session and we sort just stay "in combat" throughout the session. NPCs and enemies roll as they encounter the party. I do this for a few reasons, first is to keep track of what is happening outside of battle. Second, it gives (forces?) every player to get a chance to be involved, while keeping the more dominant players from taking over; I find "shy" players have things to say and do, they just worry about stepping on toes. Putting them in the position of some slight "responsibility". Third, it lets me split the party when I need to. Using this turn system outside of combat let's me seamlessly cut from one scene to another and keep everything snappy. Finally yes, I did steal this from White Wolf, but damn it works.
